The National University of the East, was created by Law No. 250, dated 22 October 1993, thus became the dream of young people who wanted altoparanaenses forward to have a public university in the area of the three countries that offers them the opportunity to continue their higher education without having to leave their homes and thus prevent an exodus.
This gave the legal creation of the Universidad Nacional del Este, but was missing most importantly, get the facts as provided in this Law, and the effect was formed a coordinating committee composed of: Dr. Gilberto Ruiz Carvallo, Faculty of Economics (coordinator), Mr. Geronimo Laviosa, Faculty of Agricultural Engineering; Mr. Genaro Bogado Román, Faculty of Philosophy and Mr. Daniel Brítez, the Polytechnic Faculty (members), to pursue the formation of Governing Bodies of the Universidad Nacional del Este.
The coordinating committee was assisted by legal advisers, academics and administrative costs and the special collaboration of Prof. Dr. Luis H. Berganza, Rector of the A and Chairman of University Council.
The basis on which settled the new university, according to the building project, were the four subsidiaries of the AN within the Department, Faculty of Agricultural Sciences, Faculty of Economics, Faculty of Philosophy and Polytechnic Faculty. First, elected representatives of the estates to form the boards of directors of the four faculties, once formed the boards of directors, they chose the respective Deans and Vice Deans, then completed the election of the assembly of the different sectors of the four faculties, to finally lead the process, which lasted nine months, the first University Assembly.
